【摘要】发展是人类永恒的话题。回顾整个人类的发展史，大致经历了三个阶段：崇拜自然阶段，征服自然阶段， 协调自然阶段。在不断发展的过程中，人类始终在探讨促进发展的因素，各国学者也提出了以人为本的发展观。我党高瞻远瞩在十六届三中全会把“坚持以人为本树立全面协调可持续的发展观，促进经济社会和人的全面发展”的科学发展观作为我国的发展战略。在科学发展观中把人看作一种资本，而人力资本本身的特点决定了它正是 贯彻科学发展观的内生变量。科学的发展观强调了人的重要地位，要全面落实发展观必须加强人力资本投资， 使人成为可持续发展的内动力。

On the Relations Between Human Capital Investment and the Concept of Scientific Development
【Abstract】 Development is a perpetual topic. Reviewing the historical development of mankind, there are three phases: worship the nature, conquer the nature, and harmonize with the nature. In the course of ceaseless development, the factors that push human forward are constantly discussed. Scholars from various nations put forward the scientific concept of development strategy. Our Party shows great vision in the Third Plenary Session of the l6th CPC Central Committee by advocating the view of human-centered, inclusive, balanced, and sustainable development for the promotion of the harmony between economic, social, and human development as our development strategy in which personnel resource is regarded as an essential capital. Its own characteristic serves as an internal variable in implementing the scientific concept of development, which lays considerable emphasis on the importance of human resource. In order to comprehensively carry out the scientific concept of development, we must enhance the human capital investment and render human into a sustainable internal power.
